Services included furnishing all labor, materials, equipment and services addressed herein to perform all work incidentals for the preparation of personnel to serve as role-players functioning as Civilians on the Battlefield (COBs) or Opposing Forces (OPFOR) during IED lane training and combat scenario based training/ exercises conducted in field training sites. Personnel provided included Foreign Language Speakers and Non- Foreign Language Speakers acting in the roles of villagers, police, government officials, translators, and opposing forces.
